As its name suggests, the Investigative Services Bureau (ISB) leads MCSO’s external criminal
investigations within MCSO's patrol jurisdiction; conducting specialized investigations in
coordination with municipal agencies and as part of state and federal task forces; collecting,
analyzing, and acting upon criminal, correctional, and counter-terror intelligence;
administering all information management systems supporting MCSO operations, including
the Record Management System and Corrections Management Software; conducting
inspections of agency field and detention operations; and conducting employment
background investigations for MCSO, the Milwaukee Fire and Police Commission, and other
county agencies upon request. ISB, which also houses MCSO’s Drone Unit and Crisis
Assessment Response Team (CART), oversees the central repository for all evidence related to
criminal arrests throughout the agency. MATRIX (Milwaukee Area Threat Reduction [through]
Intelligence Exchange) is also a crucial part of ISB through its collaborative special
investigations and threat assessment and mitigation work. And the bureau’s LEAD (Law
Enforcement Analytics Division) team analyzes operational data to detect crime patterns and
determine efficiencies.
In 2024, ISB investigated 1,406 cases, nearly double its 2023 caseload. The bureau also
provided 750-plus technical assists (intel, evidence processing, fugitive apprehension, special
operations, etc.).
Among MCSO members, the Investigative Services Bureau staff are considered subject matter
experts in the fields of evidence collection and processing. ISB evidence technicians processed
42 vehicles in 2024. The bureau also submitted 203 firearms to the National Integrated
Ballistic Information Network (NIBIN), which is an automated system designed to share
ballistics intelligence across the United States.
As Milwaukee County continued to combat gun crimes, ISB played an important role in
investigating cases in which subjects failed to surrender firearms, despite being court-ordered
to do so. These investigations are designed to help ensure that domestic violence victims are
protected. ISB investigated more than 150 such court referrals in 2024.
